A yellow round character who moves around the map building things [Speedy Blupi]

There was an amazing computer game where, if I remember correctly, you played as a yellow, somewhat oval-shaped character. You could walk around the map and edit it, building things, adding and removing details. You could ride a bike, etc. The map had water, fire, and so on.
Does anyone remember what game this was? It's quite old, maybe from the early 2000s, but I can't recall the exact date.

Sounds like it could be something from the Blupi series. Maybe Planet Blupi?

Wow, yes! It's that game!
The most specific SPEEDY BLUP, the 2D one! Wow.
I never thought I would find this game.
It was so FIRE back in the day. Looking at it now, it seems a bit boring, haha, but I remember it being an amazing game!

Glad you found it! Blupi games are quite excellent, as far as I can tell.
